Hours of Service Waiver – Extended until 11:59pm, Sunday, February 17, 2019

With the ongoing severe winter weather, the Federal Motor Carrier Safety Administration (FMCSA) extended the current Regional Emergency Declaration until 11:59 p.m. on Sunday, February 17, 2019.

The emergency declaration waives hours of service requirements for those providing assistance to the affected states, including the delivery of propane, natural gas, fuel oil, and gasoline.  The states included in the FMCSA Regional Declaration are: Connecticut, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Massachusetts, Michigan, Minnesota, Missouri, Mississippi, Nebraska, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Tennessee, Vermont, and Wisconsin.

Drivers operating under the terms of the FMCSA Regional Declaration may keep a copy of the declaration in the vehicle.

Hours of Service Waiver expires 11:59pm February 2, 2019

The Federal Motor Carrier Safety Administration (FMCSA) Eastern Service Center and Midwestern Service Center declared a Regional Emergency in anticipation of severe winter weather events affecting multiple states. The emergency declaration waives hours-of-service requirements for those providing assistance to the affected states, including the delivery of propane, natural gas, fuel oil, and gasoline.  The states included in the FMCSA Regional Declaration are: Connecticut, Illinois, Indiana, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and Vermont.

Proposed Bylaw Change

Below is the link to view the bylaws of the Pennsylvania Propane Gas Association (PAPGA) that include a proposed bylaw change on page 7, under Article XIV – Committees.

The proposed change is to the Membership/PAC Committee.  It is proposed to separate the Membership Committee and Political Action Committee to stand-alone committees:

            Membership Committe
            Political Action Committee (PAC)

The proposed bylaws submitted for your review, provide PAPGA a firm foundation to conduct the business of the Association in a more efficient manner, allowing us to more effectively meet and exceed our goals and objectives.

There will be a vote to approve the bylaw change at the upcoming membership meeting during the Board of Directors meeting on Thursday, October 11, 2018.

The Federal Motor Carriers Safety Administration has extended the regional hours of service waiver for the Eastern, Midwestern, and Southern Service Centers effective immediately through the duration of the emergency or February 11, 2018 (whichever occurs first).

 Please note the waiver addresses questions on record keeping (ELD use) during the emergency by calling for use of paper record of duty status (RODS) and maintaining a copy of the emergency declaration.
