FMCSA Publishes Start Date for Hours of Service Modifications

The Federal Motor Carrier Safety Administration (FMCSA) officially published modifications to Hours of Service regulatory provisions. Motor carriers and drivers can implement the modifications starting September 29, 2020. The official final rule by FMCSA is available HERE.

The National Propane Gas Association (NPGA) crafted a Fact Sheet to assist members in implementing the new hours of service provisions.

The modifications include improving the short-haul operation exemption by extending the maximum on-duty time from 12- to 14-hours and expanding the maximum air-mile radius from 100- to 150-air miles. The modifications also include changes to the regulations on adverse driving conditions, 30-minute rest break requirements, and split sleeper-berth.

NPGA estimates these modifications could save the industry more than $11 million annually in paperwork costs, and provide 30,000 bobtail drivers more time to serve customers during deliveries.

Hugh A. ‘Bud’ Rich, Jr., Richgas, 1st recipient of prestigious Distinguished Service Life Award

The Pennsylvania Propane Gas Association (PAPGA), for the first time in history, presented the Distinguished Service Life Award to Hugh A. ‘Bud’ Rich, Jr. of Richgas, Inc., Kane, PA.

Distinguished Service Life Award is for individuals who have made an outstanding contribution to the Association or to the propane industry and grants the recipient lifetime membership in the Association. A committee comprised of active Past Presidents and the President determine who warrants such an award. No more than one (1) such award shall be given in any Association year and it shall not be required that an award be given annually.

 Based on PAPGA (limited) records, Mr. Rich, Jr. was elected to the Board of Directors in 1968 and stepped down June, 2019, 51 consecutive years.  He is a Past President and also was the inaugural President to serve a two-year term, 1971-1973.

“It was my honor and privilege to nominate and present this award to Bud Rich, Jr.  He is most deserving to be the first recipient of this prestigious award,’ said Harold Sweet, PAPGA President. “The Board of Directors and members unanimously voted to rename the award the Hugh A. ‘Bud’ Rich, Jr. Distinguished Service Life through a bylaw change.”

Mr. Rich, Jr., received an engraved hand blown blue flame glass award and a personalized wooden bobtail.

Proposed Bylaw Changes – April 2019

Below is the link to review the proposed Bylaws of the Pennsylvania Propane Gas Association (PAPGA) that include changes on page 4, ARTICLE VIII – BOARD OF DIRECTORS and page 6, ARTICLE IX – EXECUTIVE COMMITTEE.

The Bylaws provide a firm foundation to conduct the business of the Association in a more efficient manner, allowing us to effectively meet and exceed our goals and objectives.

There will be a vote to approve the Bylaw changes at the upcoming Annual Membership Meeting during the Board of Directors meeting on Friday, June 21, 2019.

Registration is Open for 2019 Training Classes

Pennsylvania Propane Gas Association is accepting registrations for the 2019 Training Classes. 

Download the schedule and printable registration form HERE.   Click HERE for Class Descriptions and Information.

Online registration is available through the PAPGA WEBSITE.

Remember to register within 14 days of each class to avoid paying the late registration fee. Since books, tests and food have to be ordered before the class start date, we request you register in advance of the class or we cannot guarantee space.

Payment is expected when registering, however, if a student signs up without payment, it is assumed they will attend. An invoice will be sent and payment is expected even if they are a no show since the textbook/test, meals and refreshments will be ordered for the student based on his/her registration.

Registration fees are nonrefundable. No refunds after registration is received however substitutions are allowed.

Classes fill quickly so register early!
