FMCSA Regional Emergency Declaration (PA, DE, NJ, NY)

The Federal Motor Carrier Safety Association (FMCSA) has issued a Regional Emergency Declaration covering Pennsylvania, New Jersey, New York, and Delaware, granting temporary Hours-of-Service (HOS) relief for drivers providing direct assistance in response to current propane supply disruptions effective now through December 26, 2025.

Under this declaration:

  • HOS limits are temporarily lifted for drivers transporting heating fuel in direct support of emergency needs.
  • Relief applies only while providing direct assistance to the emergency conditions in the affected states.
  • Once normal operations resume, or the driver returns to non-emergency work, standard HOS rules immediately apply.
